St. Croix, U.S. Virgin Islands — A late afternoon shooting in the Whim area of St. Croix has left 45-year-old Rusiel Encarnacion dead and launched an active homicide investigation by authorities, following reports of gunfire and a ShotSpotter alert that led emergency responders to a critically injured victim on Monday evening.
On Monday, June 15, 2026, at approximately 6:04 p.m., the Virgin Islands Police Department 911 Emergency Call Center received a ShotSpotter activation indicating multiple gunshots in the Whim community. The alert was quickly followed by several emergency calls from residents reporting active gunfire and a possible victim on the ground.
Officers, along with Emergency Medical Services and supporting emergency personnel, were immediately dispatched to the scene. Upon arrival, responders located an adult male suffering from multiple gunshot wounds. The area was secured as first aid was administered and efforts began to stabilize the victim.
The injured man was transported by ambulance to Juan F. Luis Hospital & Medical Center for urgent medical treatment. Despite the efforts of medical staff, the victim later succumbed to the injuries sustained in the shooting.
Family members have identified the deceased as 45-year-old Rusiel Encarnacion. His death has deepened concern within the community as investigators continue working to determine the circumstances surrounding the shooting.
Following standard protocol, the Virgin Islands Police Department Criminal Investigation Bureau (CIB) has taken over the case. Detectives are currently processing the scene, gathering physical evidence, and speaking with potential witnesses as part of the ongoing investigation into what led to the deadly violence.
